Chester Nomads AFC - Club Rules

Revised, 5th October 1999

 1.               That the Club be called “The Chester Nomads Association Football Club”.

2.               That the Club plays under the Rules and Regulations of the Football Association, and that the Club subscribes to the Cheshire Football Association and also the Chester and District Football Association.

3.                

3.1.               That the officers of the Club consist of the President, Club Captain, Chairman, Vice-Chairman, Hon. Secretary, Assistant Secretary, Hon. Fixture Secretary, Hon. Assistant Fixture Secretary, Hon. Treasurer, Hon. Assistant Treasurer, Hon. Auditor, Bar Committee Chairman, the Garrison Ground Chairman, the Tour Secretary and the Captains and Vice-Captains of each eleven.

3.2.               That all officers shall resign at the end of each season, but shall remain eligible for re-election at the Annual General Meeting of the Club.

3.3.               That nominations for Captains and Vice-Captains of each team, signed by the proposer and seconder (together with written assent of the nominee), shall be sent to the Hon. Secretary prior to the Annual General Meeting. Further nominations may be made at the Annual General Meeting.

4.                

4.1.               That A General Committee be composed of the Chairman, the President, the Vice Chairman, the Club Captain, the Captains or Vice-Captains of each eleven, the Hon. Secretary, the Assistant Secretary, the Fixture Secretary, the Treasurer, the Social Secretary, the Assistant Treasurer, the Selection Committee Chairman, the Bar Committee Chairman, the Garrison Ground Chairman, the Tour Secretary, four other members to be elected at the Annual Meeting, and the Chairman of any approved Sub-Committee. The Committee shall have power at any time and from time to time to fill any vacancy among the officers and committee. Any officer or member of the committee so appointed shall hold office only until the next following Annual General Meeting, but shall then be eligible for re-election.

4.2.               That the management of the Club and the Club funds be in athe hands of the General Club Committee, eight members of which shall form a quorum.

4.3.               That the selection Committee consists of the Club Captian, the Chairman, the Captains of Vice-Captains of each Eleven, the Hon. Secretary, the Fixture Secretary, the Selection Committee Chairman and two other members to be elected annually at the Annual General Meeting of the Club.

4.4.               That a meeting of the General Committee may elect as a Vice-President any person nominated, and seconded in writing by a member of the Club.

5.               .

5.1.               That membership of the Club shall be open to all persons proposed and seconded by members of the Club. That an intending member shall make application to the Hon. Secretary for membership on the form for that purpose, and his application shall be signed by the members proposing and seconding him for election to the Club. That the completed form of application for membership shall be exhibited prominently in the Club for a period of not less that four weeks. That at the expiration of such period the name of the applicant shall be brought before the next meeting of the General Committee for election, and if approved by the General Committee, the approval shall thereupon be advised to the applicant by the Hon. Secretary, who shall furnish him with a copy of the rules.

5.2.               That the members of the Club shall automatically be non-playing members of Chester Broughton Hall Cricket Club. Use of the Bar throughout the year is subject to the rules of Chester Broughton Hall Cricket Club, a copy of which is displayed in the Pavillion.

5.3.               That members of visiting clubs be honorary members for the day.

5.4.               That all visitors be accompanied by a member, and their names shall be entered in a Visitor’s Book which  shall be kept at the Club.

 


 

6.               That membership of the Club be divided into the following classes, and that the Annual Subscription payable relating to each class be as follows:

Vice-Presidents                                                                                                                                         £10.00 per person

Playing Members                                                                                                                                     £50.00 per season

Play Members aged under 25 on 1st September in each season or unemployed members     £25.00 per season

Practice Members                                                                                                                                   £30.00 per season

Student Members (a member in full-time education)                                                                      £15.00 per season

Junior Members (aged 18 and under on 1st January in each season)                                          £15.00 per season

Colt Members                                                                                                                                          £  5.00 per season

Non-Playing Members                                                                                                                            £  8.00 per season

Plus any match levy as decided by the General Committee

7.               That all new members shall be required to pay their subscriptions before being entitled to the privileges of the Club.

8.               That all other members must pay their subscriptions by the 1st November each season. Any member not having paid his subscription by that date may be debarred from playing in matches until it is paid, and a levy of 10 per cent, will be added to the subscription owed. However, members paying their subscriptions prior to the Annual General Finance Meeting may do so at the rates of the previous season.

9.               That any member wishing to withdraw from the Club shall give notice to the Hon. Secretary, in writing, prior to the 1st September, or be liable to payment of his subscription for the season commencing on that date.

10.            The Committee shall have power to expel and member who shall offend against the rules of the Club, or whose conduct shall in the opinion of the Committee render him unfit for membership of the Club. Before any such member is expelled, the Hon. Secretary shall give him seven days’ written notice to attend a meeting of the Committee, and shall inform him of the complaints made against him. No member shall be expelled without first having the opportunity of appearing before the Committee and answering complaints made against him, nor unless two-thirds of the Committee then present vote in favour of his expulsion.

11.            That the Club colours be: Amber shirts with black facings, as official pattern, black shorts and amber stockings. All members playing in matches must wear Club colours.

12.            That two General Meetings of members at least be held each year, one at the beginning of each season, being the Annual General Finance Meeting and one at the end of each season, being the Annual General Meeting. That the Annual General Meeting shall meet for the purpose of receiving the Annual Report. Election of Officers, Captains, Vice-Captains and Committees and the conduct of general business of the Club. The statement of Accounts shall be presented at the Annual General Finance Meeting.

13.            That an Extraordinary General Meeting may be called either by resolution of the General Committee or upon a written application by the Hon. Secretary signed by not less than 20 members.

14.            That the Hon. Secretary shall be required to give at least 14 days notice in writing of any General Meetings, and details of the agenda to all members.

15.            That any addition to or alteration of the rules may be made at a General Meeting, and any such addition or alteration may be proposed by the General Committee or by any two members and details of the proposed addition or alteration shall be contained in the notice convening the meeting. That any amendment to any such proposed addition or alteration shall be proposed by two members on giving the Hon. Secretary at proposition or amendment thereto involving a matter of principle shall be subject to the same requirements.

16.            That any proposition moved at the General Meeting and certified by either the President or the Chairman or the General Committee as involving a matter of principle, shall require the approval of a majority of two-thirds of those present, providing that changes in subscriptions shall not for this purpose be matters of principle.

17.            That where a proposition fails to be carried at a General Meeting no such proposition or similar proposition shall be moved at a following General Meeting other than after an interval of 23 calendar months or on resolution of the General Committee. Changes in subscriptions shall not be included.

18.            That should any matter arise not provided for in the rules, the General Committee should have power to deal with it.

19.            That a copy of these rules be supplied to each member of the Club.
